Money strictly intended for the management of waste electrical and electronic equipment (WEEE) has illegally ended up in the PSD’s accounts. And it is unlikely to have been returned, even though it was offered in the fall of 2024 in the form of six-month loans. The architect of these electoral sponsorships is Sebastian Moise, one of the main lieutenants of Sector 4 Mayor Daniel Băluță, but also an intermediary for the financial interests of former SRI Deputy Director Florian Coldea.
Beko Romania and Samsung Electronics Romania SRL contributed, probably unintentionally, to the electoral campaign of the PSD and Marcel Ciolacu. Redpoint Management Solution SRL—a company controlled by the Moise family, which received money from Beko and Samsung to meet environmental obligations—was one of the main electoral sponsors of the PSD. Although changing the destination of funds dedicated to the management of electrical and electronic waste is prohibited by law, the Ministry of the Environment has not yet taken any action.
According to public documents submitted to the Permanent Electoral Authority (AEP) and published in the Official Gazette, Part I, 366 of April 25, 2025, in the fall of 2024, the PSD, then led by Marcel Ciolacu, received a total of 3.9 million lei from Sebastian Moise’s companies and relatives.
The first entity to sponsor the PSD was Redpoint Management Solution S.R.L., which on October 7, 2024, transferred the sum of 1,650,000 lei to the PSD’s campaign accounts. However, the financial aid offered to the Social Democrats was completely illegal. Redpoint Management Solution S.R.L. is not just any company, but an economic operator of the Responsibility Transfer Organization (OTR) type, acting on behalf of manufacturers in the management of waste electrical and electronic equipment (WEEE). As an OTR, Redpoint Management Solution S.R.L. actually receives the equivalent of the „green stamp” paid by each of us when purchasing a household appliance. And it cannot dispose of these funds at will, as their use is strictly regulated by national and European legislation (such as OUG 5/2015 and Law 127/2024). As the money from the „green stamp” has a special status and can only be used to cover the costs of collection, transport, recycling, and recovery of waste electrical and electronic equipment (WEEE), the sponsorship of 1,650,000 lei to the PSD was completely illegal.
In addition, it is easy to see that there is a real conflict of interest established by Law No. 334/2006, as the financing of a party by an entity (Redpoint Management Solution S.R.L.) that depends on the political decision of a ministry for licensing raises major integrity issues.
Surprisingly, although it has since been audited by the Environmental Fund Administration (AFM), Redpoint Management Solution S.R.L. still has its OTR license intact.
Limousines worth €500,000 purchased with environmental funds
And it wasn’t just the illegal loan of 1,650,000 lei to the PSD, money that came from the „green stamp” tax paid by all Romanians, that should have led to the withdrawal of Redpoint Management Solution S.R.L.’s license, but also the luxury expenses incurred, which were totally unjustified for an OTR. According to the records in the Guarantee Archive, also in October 2024, a few days before sponsoring the PSD, Redpoint Management Solution S.R.L. purchased a MERCEDES-BENZ AMG G 63 (chassis series W1NWH5AB9SX037616) worth between €200,000 and €240,000. This was after a MERCEDES-BENZ MAYBACH GLS 600 4MATIC (chassis series W1NFF8HB1RB116928) worth around €250,000 had been purchased in 2023. Only Sebastian Moise knows how these purchases passed the AFM audit. What is certain is that the bribe was very welcome to the Environment officials. Surprisingly, although it has since been audited by the Environmental Fund Administration (AFM), Redpoint Management Solution S.R.L. still has its OTR license intact.
Since neither Sebastian Moise nor his mother, Elena Moise, drive these luxury cars, the question arises: for whom were these gifts intended? As the chassis numbers are public, it is now up to the prosecutors to determine who committed the offences while driving the cars registered in the name of Redpoint Management Solution S.R.L.
According to the Trade Register, Redpoint Management Solution S.R.L. is wholly owned by another entity involved in the manipulation of environmental funds, Elite Urban Environment S.R.L., which is authorized to collect waste.
In turn, Elite Urban Environment S.R.L. has as a shareholder Sebastian Moise’s sister, Ionela-Laura Dicu, a figure involved in corruption scandals and large-scale financial fraud.
Sharing responsibility
According to the law, Redpoint Management Solution S.R.L. acts as an intermediary between economic agents (Beko, Samsung) and waste collectors/recyclers. Moise’s company invoices and collects money directly from the manufacturer (Beko, Samsung) in the form of management fees. For example, for refrigerators/freezers, Redpoint Management Solution S.R.L. charges 78 lei, and for televisions/monitors 28 lei. It also has a duty to collect at least 65% of the average weight of the equipment placed on the market. Although they pay the collection fees to Redpoint Management Solution S.R.L., Beko and Samsung remain involved and share responsibility for collection. This means that, in theory, both Beko and Samsung had responsibilities in relation to the PSD’s illegal electoral financing. After all, it was done with their money.
Turnover of 1.9 million, sponsorship of 1.6 million. The result? Financial loss
The second electoral sponsorship made by Sebastian Moise to the PSD was made on October 10, 2024, from the company Elite Arhitectural Design S.R.L. This time, Moise did not hide behind companies controlled by relatives and friends, as he is the sole shareholder in the company. He transferred the sum of 1,600,000 lei to the PSD, even though Elite Arhitectural Design S.R.L. had a turnover of only 1,986,788 lei for the whole of 2024, subsequently declaring a net loss of 392,369 lei. Obviously, in order to sponsor the PSD, Moise borrowed from other entities that he controls directly or through intermediaries, which is why it is the duty of the ANAF and prosecutors to investigate the reasons why such blatantly illegal actions were taken. Because if the real source of the money was not Elite Arhitectural Design S.R.L., but other illicit channels, the transaction falls under the Law on the Prevention and Combating of Money Laundering.
Especially since, on the same day, October 10, 2024, Sebastian Moise’s mother, Elena Moise, also lent Ciolacu’s party another 650,000 lei, money that should have been repaid by April 30, 2025.
What are the authorities doing?
Although it may seem insignificant compared to the other financial juggling acts that Sebastian Moise is performing together with Mayor Daniel Băluță, the traces of illegal PSD sponsorship from environmental funds cannot be hidden. The evidence of the violation of the law is astonishing, as is the lack of response so far from the Ministry of the Environment and the Environmental Fund Administration. Even in the unlikely event that the PSD has repaid the amount borrowed from Redpoint Management Solution S.R.L., the diversion of environmental funds to a political beneficiary has occurred. And the legal consequence is clear: withdrawal of the operating license and confiscation of the amount. Especially since there are real signs that OTR Redpoint Management Solution S.R.L. is preparing to file for insolvency.
The corruption report that blew up the administration of Sector 4
A controversial figure, involved in the past in dubious deals with litigious rights and bag carrier for Elena Udrea, Sebastian Moise has for some time found a warm place next to the mayor of Sector 4, Daniel Băluță. And he has placed himself in the circle of bribes and dizzying deals involving permits, sanitation contracts, and hijacked media campaigns. This makes him, along with Băluță, a likely candidate for admission to the Rahova or Jilava universities, especially since prosecutors have had him in their sights for a long time. The appearance of a report (private, most likely) on the corruption of Băluță and the Sector 4 City Hall apparatus also includes Sebastian Moise.
Drugs, bribes, trips, contracts…. Well organized, the corrupt organization in Sector 4 has largely succeeded in buying and censoring the appearance of the well-documented report. Either it is not real, or it is the work of the former de facto leader of Sector 4, Marian Goleac. What is certain is that since the end of December last year, when the report appeared, Mayor Băluță has been looking for solutions to save himself in case he is taken away by prosecutors. He has increased his visits to doctors in order to obtain, if necessary, a medical recommendation that he cannot withstand detention.
